Övergång till 24-timmarsmyndighet : vad krävs för att en kommun skall lyckas?
The overall purpose of e-Government is to improve the level of service given to the citi-zens. The society shall have the opportunity to make use of the governments’ whole range of services via the Internet. The development towards this goal has begun. In this paper we have chosen to investigate which factors that is of decisive matter, in order to make a municipality succeed in its development of becoming an e-Government.About 60 municipalities are today members of a cooperation named Sambruk. The pur-pose of this economic association is to create an opportunity for common development of e-services. Sambruk makes it possible for the municipalities to share development costs of new applications and to exchange knowledge and experiences with each other. Jönköping is a precursor in this project, which has made the municipality a leader within this area. We have therefore decided to conduct our study in Jönköping. The method that has been used is qualitative and contains of an observation and a deep-interview.Several factors has emerged that can be seen as significant in the transition of municipali-ties to become e-Governments. A higher authority that takes care of common problems regarding the development of e-services for municipalities needs to be created. It is also of great importance that all the municipalities and authorities reach a similar range of e-services. This due to that, less developed municipalities otherwise slows down those who are far ahead in their development. The legislation of personal integrity is another problem; it reduces which types of e-services that can be created. The legislation of official purchase is also a setback, due to that it reduces the number of actors taken into consideration when it comes to the acquisition of new e-services. This leads to unnecessary high costs. It is also common that the municipalities have insufficient competence when it comes to official purchase, which makes them dependent on consultants. This decreases their possibility of making demands on ordered e-services. The municipalities’ communication with their citizens is also important in the creation of new e-services, which shall be developed in order to fit their demands. Another common factor is that the municipalities see to short-term profits in the creation of new e-services, which complicates the development of a good IT-infrastructure.Statskontoret has developed a step-model that is supposed to guide the municipalities in their development of becoming e-Governments. It has during the thesis work come to light that the municipalities no longer consider it desirable to reach the highest step in this model, due to that it only shows how technically advanced an e-service is, not the benefit it creates. An e-service shall instead have the degree of complexity that maximizes the advantages for its coming users.
