Avaliação institucional e universidade: entre a identidade e a representação

Abstract (Summary)
At the beginning of the decade of 1990, in reason of the Program of Institutional Evaluation of Brazilian Universities (PAIUB), initiated in 1993 with support of the Ministry of Education (MEC), the evaluation of the activities carried through for the institutions of higher education (IES) of the country got great incentives. At that moment, the goal of the evaluation was to identify fragilities of the formative proposal of the institutions, looking for its achievement, as well trying to reaffirm values and inspiring technical, social and political quality. In 1995 the PAIUB gave place to another national policy of evaluation, known as the Exame Nacional deCursos (ENC), substituted by the Sistema Nacional de Avaliação da Educação Superior (SINAES), in 2004. This investigation, elaborated with the group of research Education, State and Society - EDUPESQUISA, analyzes the policies of institutional evaluation from Catarinenses IES tied with the Associação Catarinense de Fundações Educacionais (ACAFE), between 1993 and 2003 - period that several of them created their own commissions ofevaluation. The research takes, for estimated, that it allows AI to construct a representation of the academic activities (of education, it searches and extension) capable to explain the formative project and the identity of the IES. In this perspective, the objective of this work is to understand how institutions of ACAFE had represented themselves, taking into account the study of its reports of institutional evaluation. The literature review is based on authors who broach the conceptions of University and institutional evaluation; in special, Dias Sobrinho (2000), Leite (2005) and Sguissardi (2000). As empirical base, reports of evaluative processesof ten IES from ACAFE were used and, for its analysis, it was appealed to the principles of the Analysis of Content, Bardin (1977). The results show that, in the referred period, the analyzed reports: (i) present activities from IES in a broken up form, focusing on the higher education basically ? there is little attention to the research and to the extension programs; (ii) they do not make the evaluative process a subsidy for the auto-reflection and the academic activities reflection. The express representations in the reports seem to serve more thebureaucratic proposals ? showing that the IES are busy with taking care of legal requirements - and, eventually, of institutional advertisements ? since they only tend to describe and to strengthen ?virtues? ? instead of showing the result of a self-reflection process with criticism.Thus, the analyzed material suggests that the proposal and the ideally of institutional evaluation as representation and construction of the institutional identity is not accomplished, therefore the reports lack in such a way of reflection on the processes as well on the presented products
