Gestão consorciada de resíduos sólidos urbanos em municípios de pequeno porte: uma contribuição para a sustentabilidade nas relações socioambientais

Abstract (Summary)
This thesis has as objective mainly to understand the dynamics of interaction in socioenvironmental relations of system of actors in inter municipals trusts of urban solid waste. Based on the presupposition that both processes of meeting occur by the initial finding of a problem in common, between different social actors, but also by the action of inducing procedures for oversight government agencies, we question how it is and as it develops inthe process of consorciated management of municipal solid waste in small municipalities? And by what way and for what purposes these institutional arrangements become sustainable? The analysis focuses the context of small municipalities, through the perspective of sustainability, in formation and consolidation of institutional arrangements. In this order the search seeks to seize the results, as well as the effect retroactively, two practical experiences - the Consórcio Intermunicipal de Tratamento de Resíduos Sólidos Urbanos - CITRESU in the state of Rio Grande do Sul, and the Consórcio Intermunicipal do Médio Vale do Itajaí # CIMVI, in the state of Santa Catarina - both consolidated and recognized at federal level and in their respective states. The methodology is supported in dealing with behavior of complex systems and in adapting the method of Oakerson, in this theory of Commons, as well as a proposal for systematization of indicators developed by the Development Program of the United Nations in order to understand the pattern of interaction, resulting both from results submitted by consortia, as their physical attributes and technology and its decision-making arrangements. As for the search results, they present themselves with a pattern of interaction that provides the flow of information, matter and energy, through which the system of actors composed by Decision System - SD and by the operating system # OS, search for sustainability the institutional arrangement, in a context where the instrumental and economic rationales predominate on environment. In consortia tested, this pattern is now presented in a cooperative, sometimes competitive, sometimes persuasive and sometimes contentious. In this dynamic, there is a need to strengthen information system - SI, which showed gaps between the DS and OS in its relations with the municipal and coordination with civil society. Finally, in closing comments we recommend a theoretical model, based on sistemography from Le Moigne, targeting sustainability of the consortia, so the social relations that exist in the pattern of interaction are open to feedback, so as to subsidize both in forming new consortia but also in the process of consolidation of existing ones.
