Universidades empreendedoras: uma análise das universidades do Sistema ACAFE do Estado de Santa Catariana
In this decade, the rise of new Institutions of Higher Education (IHE) and the expansion of the instituitions that already exist, proliferate. Only in Brazil, according to data of INEP (2002) in the last two years, about 14 new institutions were stablished per month. In the last 5 years, more instituitions were stablished than in the previous 90 years. All this exuberance has its price, however, one of the basic rules of the business strategy says that the biggest the attractivity of a business is the biggest is the probability of new members and more competitive is the environment. To incite even more, the globalization inserts new parameters of competitivity, quality of services and claim os consumers. More and more, the consumers, (students and society) of the products of the IHE ( and consumers in general), become more exigent, know their rights and use their prerogatives as consumers. How to accomplish the mission and enhance the institutional attractivity in this extremely competitive environment? Enhancing the institutional plenitude level or the enterprise capacity, that is, creating , vision, leadership, sense of opportunity and organizational capacity to face the environmental instabilities and the greater exigence of its users. Thus, the main objective of this assessment is to veriy the level of institutional plenitude of the Community Universities belonging to the Acafe system, using as reference using the Rodrigues an Tontini Institutional Plenitude Model (1997). Therefore, a questionnaire was used, by wich it was possible to identificate institutional mechanisms to generate and provide knowledge, generation of research and development and technology transference interface mechanisms. The research was accomplished togheter with the community universities (12) of the ACAFE system, identifying by means of the questionnaire, the level of institutional plenitude and levels of enterprising in such institutions. The main results of this research indicate that the generation of technology and its transference, in a general way, are still incipient, the transference mechanisms,when present are still in an embrionary stage; most of the universities do not realize the advanced research and its transference as part of their responsability to the socialeconomic development of their region and country.The main conclusions of this reserach show that the 12 universities assessed can be assorted as: five of them present an incipient plenitude level ( disseminators); three of them present a moderate plenitude level (Codificators/Decodificators);and four present a superior level of plenitude (Aplicators). None of them can be yet assorted as complete university,with a maximum plenitude level (Generator). This indicates that most of the universities of the ACAFE system, according to the reference Model, present an incipient enterprising level and limitated mechanisms ofinteraction with the society.
