EDUCAÇÃO AMBIENTAL E TRANSFORMAÇÃO SÓCIO-AMBIENTAL COM A IMPLANTAÇÃO DA AGENDA 21 LOCAL: O CASO DO NÚCLEO DE EDUCAÇÃO AMBIENTAL DA COLÔNIA DE PELOTAS
This research presents the study on social environmental changes observed in the seventh and eighth districts in Pelotas country area, after the beginning and the work of Environmental Education Nucleus, with the implantation of local Agenda 21. With this we aimed at evaluating for a year of work of the Nucleus, the possible changes considering its knowledge, skills values, behavior and capacity of evaluating social, economical and environmental problems faced by the people from these districts. Actually, the thoughts of several environmental educators on Environmental Education and its complexities, enable the thought about their role in these social, political, economical changes; therefore, the development of environmental ethics, enabling enlarging the view of complexity and of the connections which are established among the people. The social change constitutes of the key point to evaluate the validity of the process of implantation of local agendas. The local administration becomes one of the most important mechanisms of democratic and environmental innovation. This process, however, challenges, in a radical way, the environmental, social and economical traditional practices and present in the local content. It is worth mentioning that the methodology used is the action-paticipant research, with which we involve, in acooperative, participative form. The learning took place in order to form us, along with time, also offering information for the construction of nw knowledge, continuously improving the process, in a grouped form through the development of multipliers who learn, produce their knowledge and share it with the others. Through this, it is understood, at the same time, the value of community participation. Through the method of recorded and written interview, it was possible for us to know how the community thinks, feels, acts when facing social and environmental problems faced by them and what they expect from Agenda 21. From the understanding of what Agenda 21 is, and how it can favor the social political practices, we used informative from the Environment Ministry and the National Agenda 21. The data revealed that Agenda 21, itself, does not constitute the only tool which we should use to develop a work of making people aware and of development of environmental ethics; but, when taken seriously, it can be a very important tool for the practice of a multiplying and mobilizing Environmental Education. It may, however, provide relevant social results: help, in the case of Pelotas, in the building up of na ecosolidarity, in the projects created from the needs of the local community. Also, we can highlight the friendly relationship which the inhabitants have with the environment, showing then the importance of it for the survival of everyone, considering the human being as one more member of this universe called Earth. These individuals hope and fight for, through Agenda 21, a development of serious public policies, committed with the socially less favored. They also crave that they may have social justice and, therefore an improvement not only in their quality of life nut also in the place where they live. If this happens, they will be motivated to continue working in the country dealing with the soil.
