Accountability, governo local e democracia:investigação em portais municipais do Estado da Bahia.
Abstract (Summary)
The purpose of this study is to investigate the level of accountability that has been promoted by the public administrations of local governments in Bahia state throughtheir web sites and the relation between those observed levels with the financial resources of the cities, the size of their populations e the political and ideological orientations of municipals executives, considering as context in this analysis the patrimonial culture that permeates the political relations in Bahia. For that, twenty cities from the inland of this state had been selected: Alagoinhas, Barreiras, Brumado, Camaçari, Dias D?Ávila, Feira de Santana, Guanambi, Ilhéus, Itabuna,Itapetinga, Jequié, Juazeiro, Lauro de Freitas, Luis Eduardo Magalhães, Paulo Afonso, Porto Seguro, Simões Filho, São Francisco do Conde, Teixeira de Freitas e Vitória da Conquista. With a form elaborated to the observation of those sites, the dimensions of accountability concept had been evaluated for each municipal web site and the results were compared with the GIP, population and political and ideologicalorientations of the executive?s parties of those cities. The relation identified between accountability in the web sites and the political and ideological orientations of the municipal administrations indicates that the cities of Bahia are far from adequately promoting accountability in their web sites, not for budget limitations, but for political issues related to patrimonial culture.
